Named for Joel Collins, pioneer settler of Oxford in 1806, township surveyor, and justice of the peace. He served as Miami's superintendent of grounds and buildings (1815-1827) and secretary of the Board of Trustees (1822-1855). Collins was elected to the Ohio General Assembly in 1821; his vote prevented the removal of Miami University to Cincinnati. In later years he was able to prevent other attempts to move Miami University from Oxford.
